Indicator Preferences in National Reporting of Progress Toward the Sustainable Development Goals

This briefing by the International Institute for Sustainable Development examines the indicators used by nine countries in their voluntary reviews to the High-Level Political Forum (HLPF) to track progress toward the 2030 Sustainable Development Goals (SDGs).

• The study analyzed official reports submitted to the High-Level Political Forum (HLPF) from nine specific countries—Finland, Germany, Georgia, Mexico, Sierra Leone, South Korea, Switzerland, Venezuela, and Uganda—to determine which indicators were used and how they aligned with the UN Statistical Commission's suggested indicators.
• The briefing offers three preliminary recommendations for SDG reporting: countries should develop reporting capacities based on existing measurement systems while following UNSD global guidance; they should prioritize the global SDG indicator system but may add national metrics for specific issues where global metrics are absent; and reporting must avoid 'blank spots' by including difficult or conflicted issues, such as sustainable consumption and production, rather than only reporting convenient data.
