Subsidy Estimation: A survey of current practice

The GSI has developed a manual to standardize subsidy estimation methods, addressing a lack of internationally comparable data by utilizing the WTO's Agreement on Subsidies and Countervailing Measures and methodologies from various governmental and non-governmental organizations.

• A primary obstacle to subsidy reform is the absence of data that is consistent and comparable on an international scale, alongside incomplete guidance on subsidy measurement.
• The GSI has created a manual of subsidy estimation methods and best practices based on the definition of subsidy found in the WTO's Agreement on Subsidies and Countervailing Measures.
