Subsidy Estimation: A survey of current practice

The GSI has developed a manual of subsidy estimation methodologies based on the WTO's Agreement on Subsidies and Countervailing Measures to provide a foundation for internationally-agreed best practices and consistent data for subsidy reform.

• Subsidy reform is hindered by a lack of consistent, internationally-comparable data and incomplete guidance on how to measure subsidies.
• The GSI has compiled a manual of subsidy estimation methodologies derived from the WTO's Agreement on Subsidies and Countervailing Measures and sources from inter-governmental organizations, countervailing authorities, government agencies, and non-governmental agencies.
