Quantifying the Mega-regional Trade Agreements: A review of Models

This research paper reviews quantitative models used to assess the impact of mega-regional trade agreements, concluding that Computable General Equilibrium (CGE) models are the most comprehensive tool for capturing the complex scope of these agreements, though a meta-analysis of multiple CGE-based studies is recommended for the most accurate results.

• Mega-regional trade agreements, such as the Trans-Pacific Partnership, the Trans-Atlantic Trade and Investment Partnership, and the Trade in Services Agreement, are establishing new global commerce standards and introducing 'WTO-plus' rules for investment and services, as well as addressing electronic commerce and state-owned enterprises.
• Computable General Equilibrium (CGE) models designed for multi-sector, multi-region trade analysis are identified as the most comprehensive approach for modelling mega-regionals because they can simultaneously address traditional liberalization (tariffs and agricultural trade) and newer 'behind the border' issues, services, and investment.
• Due to the diversity of CGE models, the paper suggests that the impact of mega-regional agreements is best captured through a meta-analysis of various CGE-based studies, supplemented by satellite models for structural detail and sufficient statistics estimates for validation.
