Achieving a Just Energy Transition in Indonesia

This briefing from the International Institute for Sustainable Development (IISD) argues that Indonesia must urgently plan for a just energy transition to mitigate the economic and social risks associated with its heavy reliance on fossil fuels, particularly coal, oil, and gas.

• Indonesia's energy sector is heavily dependent on coal, which provides over 60 percent of the nation's total electricity demand. The coal industry employed at least 100,000 people in 2018, and while government projections see the industry remaining massive into the 2050s, the brief argues the government must prepare for a future after coal that may arrive sooner.
• The oil and gas sector in Indonesia is in decline and has become increasingly dependent on public funds, with the government paying more in subsidies than it receives in return from the sector. As of 2022, Indonesia produces approximately 746,800 barrels of oil per day and over 1 million barrels of oil equivalent per day of gas.
• To achieve a just transition and meet its 23% renewable energy target, the Government of Indonesia should institutionalize just transition principles across its administration, increase capacity, and establish a tripartite social dialogue with Indonesian unions to discuss climate change and transition issues.
