Progressing National SDGs Implementation

An independent assessment of 46 Voluntary National Review (VNR) reports submitted to the UN's High-Level Political Forum on Sustainable Development in 2018, analyzing the implementation of the 2030 Agenda for Sustainable Development.

• Countries are showing greater consistency in following guidelines for Voluntary National Review (VNR) reports and are providing information on most aspects of the 2030 Agenda implementation.
• While the principle of 'leaving no one behind' is increasingly central to SDG implementation, VNRs generally provide limited attention to other transformative principles of the 2030 Agenda.
• Engagement with civil society organizations shows mixed results, and there is a concerning lack of reporting regarding the global closure of civic space and attacks on environmentalists and human rights defenders.
