Missing the 23 Per Cent Target: Roadblocks to the development of renewable energy in Indonesia

This report investigates the barriers preventing the expansion of renewable energy in Indonesia, specifically wind and solar, despite national targets and falling global prices. Based on 26 interviews with diverse stakeholders, it examines why the country is struggling to meet its commitment to increase the renewable energy mix to 23 per cent by 2025.

• Indonesia has committed to increasing its new and renewable energy mix to 23 per cent by 2025, a goal aligned with greenhouse gas emission reduction commitments made during the COP 21 conference in Paris in 2015.
• Indonesia's Nationally Determined Contribution (NDC) includes pledges to reduce emissions by 26 per cent by 2020 compared to a business-as-usual scenario, with a potential increase to 41 per cent if international support is provided.
• Despite high-level commitments and falling prices, renewable electricity production has remained relatively static at approximately 12 per cent of total generation since 2007, with most production increases coming from coal. While geothermal and hydro capacity grew by 67 per cent and 39 per cent respectively between 2007 and 2016, solar capacity remains very low at 45 MW total.
