Ecological Goods and Services: A Review of Best Practice in Policy and Programing

This research paper reviews international and Canadian programming and research on ecological goods and services (EGS) to guide the development of EGS policy and management in Manitoba, specifically to support a comprehensive water resources plan for Lake Winnipeg.

• An international review of EGS programs for natural resources management identified three primary trends: governments are increasing efficiency by bundling multiple goals—such as soil conservation, water quality, flood mitigation, and habitat protection—into integrated approaches; there is a growing need for accountability to prove to taxpayers that investments yield real environmental improvements; and programs are expanding in scale to meet regional or continental goals, exemplified by management plans for the Gulf of Mexico-Mississippi Basin and the Chesapeake Bay.
• Ecological goods and services (EGS) are defined as the cultural and economic benefits humans receive from ecosystems, including wildlife habitat, flood protection, and water filtration. In Manitoba, agriculture is identified as a key sector for the regional provision of these services.
