Trade and Development: The rising importance of sustainable development in the trade agenda of Brazil

This report examines how sustainable development issues are integrated into Brazil's international trade and investment agenda, noting a shift from official government resistance to practical adaptation by economic actors due to international pressures and domestic political evolution.

• Brazil's official government position has historically been critical of linking labor, social, and environmental issues to trade and investment negotiations, maintaining this stance across different political administrations.
• Brazilian companies and the government face increasing pressure to link trade with social and environmental issues, including climate change, driven by the world economy's trends and unilateral measures or consumer requirements from developed countries that create adaptation costs.
• The agro-industrial sector has become a primary target for standards regarding production methods and value chains due to the growth of Brazilian agribusiness and Amazon deforestation, which accounts for approximately two-thirds of Brazil's carbon emissions.
• The primary channel for sustainable development issues entering the agendas of Brazilian businesses shifted in the 2000s from trade dimensions to international investments by transnational companies and investment financing for open-capital firms.
• Sustainable development has gained domestic political and institutional density in Brazil, evolving from being perceived as "subjects of the North" to being adopted by domestic economic interests and social groups into public policies and private initiatives.
• Because developing countries resisted discussing sustainable development in multilateral negotiations, these issues moved to bilateral and regional agreements; consequently, some Brazilian sectors may now prefer these issues be handled by the WTO to ensure clear rules.
