Engaging the Private Sector in National Adaptation Planning Processes

This report provides guidance for governments and partners on integrating the private sector into National Adaptation Plan (NAP) processes to enhance climate resilience and economic growth.

• Private sector actors are critical to climate adaptation because they drive economic growth in developing countries, contributing 60% of GDP, 80% of capital flows, and 90% of employment. They are essential for creating adaptation-related jobs, developing resilient products and services, and providing financing for adaptation actions.
• The National Adaptation Plan (NAP) process provides a medium- and long-term vision for adaptation that aligns with development plans and regulatory frameworks. This structure offers the private sector a stable and predictable roadmap regarding government priorities and national climate vulnerabilities.
• Private sector engagement in the NAP process is defined as the meaningful involvement of actors across various sizes, sectors, and motivations—including both formal and informal sectors—in the planning, implementation, and monitoring and evaluation phases, though governments retain overall ownership of the process.
