Adaptive Policy Analysis of Mining Policies in Saskatchewan

The pilot analysis of nine mining policies in Saskatchewan using the ADAPTool identified 44 vulnerabilities and 66 corresponding adaptation actions. While most policies showed moderate support for self-organization and decentralization, the analysis found a lack of deliberate foresight methods and a need for more frequent, formal review processes and better reporting of results.

• The analysis identified 44 vulnerabilities for the mining sector and 66 adaptation actions to address them. Of these actions, 13 were directly supported by at least one of the nine analyzed policies, while 59 received indirect support.
• Most analyzed policies demonstrated sufficient decentralization and moderate support for networking and self-organization. Almost all policies included multistakeholder consultation support, with the single exception being a policy slated for repeal and integration into another.
• The pilot revealed systemic weaknesses in the use of foresight methods and the rigor of policy review; most policies lacked evidence of deliberate foresight and could improve the formality, frequency, and transparency of their review processes.
