Adaptive Policy Analysis of Mining Policies in Saskatchewan
Summary
This report describes a pilot application of the Adaptive Design and Policy Assessment Tool (ADAPTool) to nine mining policies in Saskatchewan. The analysis identified 44 vulnerabilities and 66 adaptation actions, finding that while most policies were decentralized and supported networking, they lacked foresight methods and formal review processes. Only 13 of the 66 adaptation actions were directly supported by the analyzed policies.
Key insights
- The pilot analysis of nine mining-related policies in Saskatchewan identified 44 vulnerabilities for the mining sector and 66 corresponding adaptation actions. Of these actions, 13 were directly supported by at least one policy, while 59 received indirect support from one or more policies.
- The assessment of the policy suite found that almost all policies showed moderate support for networking and self-organization and were generally sufficiently decentralized. Most policies lacked evidence of deliberate foresight methods and could improve their formality and frequency of review processes and the availability of results.
- The ADAPTool is an Excel-based online tool created by the International Institute for Sustainable Development and partners to compare existing programs and policies against adaptive policy characteristics. It evaluates how well policies support adaptation measures for specific stressors and the general adaptability of the policies themselves to current and future changes.
