Water Quality Trading in the Lake Winnipeg Basin: A multi-level trading system architecture

The International Institute for Sustainable Development proposes a multi-level Water Quality Trading (WQT) system architecture for the Lake Winnipeg Basin to reduce phosphorus emissions and combat eutrophication.

• Lake Winnipeg is currently the most eutrophied large lake globally, with water quality degradation driven by phosphorus loads from natural background sources, agricultural nonpoint sources, and municipal and industrial wastewater point sources.
• The proposed Water Quality Trading (WQT) architecture for the Lake Winnipeg Basin is a multi-level watershed-based system. This design includes inter sub-basin trading to achieve an overall phosphorus load target for the lake and intra sub-basin trading to meet targets at sub-basin outflows, aiming to combine water quality remediation with regional and local integrated water resources management.
