Implementation of a Strategic Framework for Scaling Up Ecosystem-Based Adaptation

This guide details the success factors and lessons learned from the Scaling Up Ecosystem-Based Adaptation Measures in Rural Latin America (EbA LAC) initiative, which focused on scaling up nature-based solutions in Costa Rica, Ecuador, and Guatemala.

• Scaling up Ecosystem-based Adaptation (EbA) is defined as the capacity to institutionalize, replicate, and consolidate experiences within public investment frameworks, public policy, and at sectoral and territorial levels.
• The scaling up of EbA requires a combination of technical interventions and enabling environments, specifically including sustainable financing, capacity building, political leadership, adaptive governance, and the merging of local and indigenous knowledge with scientific data.
• Evidence from 18 cases indicates that scaling up EbA does not follow a uniform path but occurs through multiple trajectories. These include vertical processes (institutional frameworks, management tools, and public policies) and horizontal processes (sectoral, sub-national/territorial, and community replication of successful practices).
• The 'Next Season' project, supported by the IISD through the NDC Partnership’s Climate Action Enhancement Package (CAEP), used contemporary art and science to raise awareness of climate change in Costa Rica, culminating in an exhibition at the Costa Rican Museum of Contemporary Art and Design in San Jose from April 22 to June 19.
