Plastics Treaty Must Remain Ambitious — We Can’t Give Up Now

A statement by the International Institute for Sustainable Development (IISD) regarding the outcome of the fifth session of the Intergovernmental Negotiating Committee (INC-5) in Busan, South Korea, which failed to finalize a global treaty on plastic pollution but established a basis for negotiations to resume in 2025.

• The fifth session of the Intergovernmental Negotiating Committee (INC-5) concluded without a finalized agreement on a global plastics treaty, though negotiations are scheduled to resume in 2025. While there is broad support for a treaty covering the entire plastics life cycle, including production, consumption, and chemicals of concern, some major oil-producing nations have resisted these measures.
• Delegates agreed to continue negotiations using the Chair's latest proposed text. This text includes progress toward ambition, such as product design improvements, alignment of financial flows, and the phase-out or banning of certain chemicals and harmful plastic products, although it also contains weaker alternative options.
