Health Co-Benefits from NDC Implementation in China

This report examines the health co-benefits associated with China's efforts to meet its Nationally Determined Contribution (NDC) targets, comparing the costs of climate policy implementation against potential health gains and the impact of fossil fuel subsidies.

• Achieving NDC targets in China could prevent between 225,000 and 368,S000 premature deaths by the year 2050, with the resulting health co-benefits exceeding the costs of implementing the climate policies.
• China has committed to peaking its greenhouse gas (GHG) emissions by approximately 2030 and has pledged to phase out inefficient fossil fuel subsidies as part of G20 commitments.
• Fossil fuel subsidies in China present a significant environmental challenge and opportunity cost; in 2017, these subsidies were equivalent to approximately 19% of the health budget allocation and 48% of the general environmental protection budget.
• The use of fossil fuels in China is associated with USD 1.79 trillion in costs stemming from externalities, primarily related to climate change and health.
• Climate change and air pollution from fossil fuel combustion are identified as causes of various non-communicable diseases, including cancer, malnutrition, and respiratory and cardiovascular diseases.
