Financing mechanisms for municipal energy transitions in South Africa

South African municipalities receive less than 10% of tracked climate finance despite their critical role in the just energy transition. The report identifies barriers such as weak creditworthiness and limited technical capacity, recommending reforms in capacity building, finance tracking, financial systems, and public-private partnerships.

• South African municipalities are critical for delivering renewable energy and climate resilience as infrastructure managers and electricity distributors, yet they receive less than 10% of tracked climate finance.
• The lack of climate finance for municipalities is driven by several factors: limited technical capacity, weak creditworthiness, funding mechanisms not designed for local government, and policy misalignment between national and local governments.
• To close the financing gap, the report identifies four priority reform areas: expanding public-private partnerships, improving the tracking of climate finance flows, strengthening financial systems and cost-reflective tariff structures, and building capacity for just energy transition implementation.
