Financing mechanisms for municipal energy transitions in South Africa

This report examines the financing gap for municipal energy transitions in South Africa, noting that municipalities receive less than 10% of climate finance despite their critical role in the just energy transition (JET). It identifies structural, institutional, and fiscal barriers and proposes four priority reform areas to improve local access to funding.

• South African municipalities are critical to the just energy transition (JET) as infrastructure managers and electricity distributors, yet they receive less than 10% of tracked climate finance.
• The lack of climate finance for municipalities is driven by several constraints, including limited technical capacity, weak creditworthiness, funding mechanisms not designed for local government, and policy misalignment between local and national governments.
• The report proposes four priority areas for reform to close the financing gap: strengthening municipal financial systems and cost-reflective tariff structures, building capacity for JET implementation, improving the tracking of climate finance flows, and expanding public-private partnerships for localized renewable energy.
