Made in Europe public procurement

This report examines the potential for 'Made in Europe' requirements (local content rules) within European Union public procurement to drive climate action, circularity, and industrial resilience, while weighing these benefits against risks to costs and trade relationships.

• European governments spend approximately EUR 2.5 trillion annually through public procurement, which accounts for about 15% of the European Union's GDP and is associated with roughly 11% of greenhouse gas emissions.
• Local content rules (LCRs) present a trade-off: they can create lead markets for low-carbon products and green innovation—especially in slow-to-decarbonize heavy industries like cement and steel—but may also increase costs, reduce competition, and complicate legal and administrative procedures.
• The report argues that origin criteria alone are insufficient to drive clean industrial transformation and risk supporting high-emitting producers unless they are paired with ambitious environmental standards.
