Moving Towards Sustainable Performance-Based Procurement in the Western Cape

This report examines the role of public procurement as a strategic tool for delivering government services and addressing climate change, specifically investigating the policy space for implementing sustainable public procurement (SPP) in South Africa.

• Public procurement is evolving from a back-office function into a strategic pillar for the delivery of government services and a method for addressing climate change.
• There is global momentum to reform procurement laws and policies to achieve value for money over the entire lifecycle of assets, goods, and services. This is supported by the 2015 United Nations Sustainable Development Goals (SDGs), which position public procurement as a mechanism to move markets toward sustainable production and consumption patterns.
• Sustainable public procurement aims to maximize the sustainability of government purchases by minimizing environmental impact, creating cost-efficient social and economic benefits, and fostering markets for innovative, climate-friendly infrastructure, goods, services, and technologies.
