Gas Prospects in Colombia

This policy brief by the International Institute for Sustainable Development evaluates the economic and climate risks of developing licensed but untapped offshore gas reserves in Colombia, concluding that there is no justification for their development.

• The analysis concludes that there is no economic or other justification for Colombia to develop untapped gas fields that are currently under existing licenses.
• To align with the 1.5°C limit and reach net-zero emissions, global oil and gas production must decline rapidly, meaning no new oil and gas fields can be opened to avoid carbon lock-in and stranded assets.
• Under President Gustavo Petro, the Colombian government committed in late 2022 and January 2023 to stop granting new oil and gas exploration licenses, a policy that led to Colombia joining the Beyond Oil and Gas Alliance (BOGA) as a Friend of BOGA in August 2023.
