International Public Finance for Climate-friendly Investment: Vehicles, availability, and governance
Summary
This report provides a guide for policy-makers, particularly in developing countries, on how to use public spending to catalyze private investment for climate-friendly infrastructure and clean energy.
Key insights
- The International Energy Agency (IEA) estimates that to maintain carbon dioxide concentrations at 450 parts per million (ppm), an incremental investment of US$1 trillion per year is required between 2010 and 2035 across sectors including power generation, buildings, energy efficiency, and transportation. This level of investment may still be insufficient to meet the Copenhagen Accord's objective of limiting global temperature increases to 2 degrees Celsius, with the majority of this investment needed in developing countries.
- Because public funds alone cannot meet the scale of investment required for sustainable development and climate change mitigation, policy-makers must identify ways for public spending to act as a catalyst for larger flows of private investment from firms and individuals to transform the energy matrix.
