Unlocking Clean Power for All

While solar PV and onshore wind are now the cheapest new power generation options in many countries, substantial barriers remain in emerging and developing economies. To achieve the COP 28 goal of tripling renewable capacity by 2030, the report advocates for targeted public financial measures including concessional finance, grid modernization, and fossil fuel subsidy reform, supported by increased international transfers.

• Solar photovoltaic (PV) and onshore wind have become the most cost-effective options for new electricity generation in many countries due to supportive government policies, yet further enabling policies are required to meet global climate goals and ensure lower income countries are included in the transition.
• In emerging market and developing economies (EMDEs), the public financial measures most likely to trigger a tipping point for renewable deployment include international grants, concessional finance, risk mitigation instruments to address high capital costs, grid investments for variable renewable energy integration, and the reform of fossil fuel subsidies.
• Meeting the COP 28 pledge to triple renewable capacity by 2030 necessitates urgent government action to remove barriers and increased financial transfers from the international donor community, including the reallocation of funds from fossil fuels to renewables.
