State of Transition

This report by the International Institute for Sustainable Development examines the role of state-owned power companies (SPCs) in driving clean energy transitions within emerging markets and developing economies, featuring case studies from India, Indonesia, South Africa, and Viet Nam.

• State-owned power companies (SPCs) in emerging economies can advance national goals regarding electrification, socio-economic development, and energy security by diversifying their business models during the energy transition.
• To support energy transition efforts, governments should provide legal frameworks, foster visionary leadership within SPCs, and redirect public financial support away from fossil fuels toward clean energy.
• SPCs require energy transition plans that are context-specific, aligned with national goals, and incorporate just transition principles and financing solutions. Because these companies often face high debt and capital mobilization challenges, the international finance community is encouraged to create innovative disbursement options linked to decarbonization progress.
• The report analyzes four major SPCs outside of China to identify specific transition elements: Eskom in South Africa focuses on just energy transition; NTPC in India focuses on renewable energy deployment; Vietnam Electricity (EVN) in Viet Nam focuses on integrating renewable generation; and Perusahaan Listrik Negara (PLN) in Indonesia focuses on the early retirement of coal power plants.
