Estimate of Natural Infrastructure Public Grant Funding in Canada and in the Canadian Prairies

This analysis by the International Institute for Sustainable Development (IISD) estimates public grant funding for natural infrastructure in Canada and the Prairie provinces for 2022, highlighting a reliance on a small number of large funds and a predominance of funding for ecosystem restoration.

• In 2022, the total estimated public grant funding for natural infrastructure in the Prairie provinces (Alberta, Manitoba, and Saskatchewan) was CAD 98.4 million. This total comprises CAD 69.3 million from 16 national-scope funds and CAD 29.1 million from nine provincially funded programs.
• Across Canada, 16 national-scope funds provide an estimated annual total of CAD 346.6 million toward natural infrastructure. The Natural Infrastructure Fund (NIF) was the only program specifically dedicated to natural infrastructure in the Canadian Prairies in 2022.
• Funding distribution among the four largest programs—the Green Municipal Fund (GMF), the Investing in Canada Infrastructure Program (ICIP), the ICIP COVID-19 Resilience stream, and the Disaster Mitigation and Adaptation Fund (DMAF)—varies significantly, with allocations to natural infrastructure ranging from 0.4% to 13.2%. Only 10% to 30% of this funding was directed to the Prairies.
• Within the four largest funding programs, restored ecosystems received the majority of funding at just over 57%, followed by engineered systems at 41.1%. Conserved ecosystems received the least funding at 1.7%, which is attributed partly to the lower costs of conservation.
