The Production Gap

The 2021 Production Gap Report finds that governments plan to produce significantly more fossil fuels by 2030 than is consistent with limiting global warming to 1.5°C or 2°C, with the gap remaining largely unchanged from previous assessments. While some G20 countries and multilateral development banks have reduced finance for fossil fuel production, over USD 300 billion in new funds have been directed toward fossil fuel activities since the start of the COVID-19 pandemic, exceeding investments in clean energy.

• Governments' planned fossil fuel production for 2030 exceeds levels consistent with a 1.5°C warming limit by approximately 110% and a 2°C limit by 45%, a gap that has remained largely unchanged from previous reports.
• Specific projections for 2030 show that planned production would result in 240% more coal, 57% more oil, and 71% more gas than is consistent with the 1.5°C limit, with gas production projected to see the greatest increase between 2020 and 2040.
• Since the start of the COVID-19 pandemic, countries have allocated over USD 300 billion in new funding to fossil fuel activities, surpassing the amount directed toward clean energy, although some G20 countries and one-third of the largest multilateral development banks (MDBs) and development finance institutions (DFIs) have adopted policies to exclude fossil fuel production from future finance.
