The Production Gap

The 2021 Production Gap Report finds that global government plans for fossil fuel production in 2030 remain largely unchanged from previous assessments and are inconsistent with the Paris Agreement temperature limits, particularly regarding gas production and recent funding allocations.

• Governments plan to produce approximately 110% more fossil fuels in 2030 than is consistent with limiting warming to 1.5°C, and 45% more than is consistent with 2°C. This production gap has remained largely unchanged compared to previous assessments.
• Specific projections for 2030 indicate that government plans would result in 240% more coal, 57% more oil, and 71% more gas than levels consistent with a 1.5°C warming limit. Gas production is projected to see the highest increase between 2020 and 2040.
• Since the start of the COVID-19 pandemic, countries have allocated over USD 300 billion in new funds to fossil fuel activities, exceeding the amount directed toward clean energy. However, international public finance for fossil fuel production from G20 countries and major multilateral development banks (MDBs) has decreased, with one-third of MDBs and G20 development finance institutions (DFIs) by asset size now excluding fossil fuel production from future finance.
