Progressing National SDGs Implementation

The 2019 assessment of 47 Voluntary National Review reports indicates that countries are better adhering to reporting guidelines and increasingly prioritizing the principle of 'leaving no one behind'. However, the report finds a continued lack of attention to the broader transformative principles of the 2030 Agenda and a concerning silence regarding the closing of civic space and attacks on human rights and environmental defenders.

• Countries are showing greater consistency in following Voluntary National Review (VNR) guidelines and providing comprehensive information on the implementation of the 2030 Agenda.
• While the principle of 'leaving no one behind' is increasingly central to SDG implementation reporting, other transformative principles of the 2030 Agenda are still largely ignored in VNRs.
• Engagement with civil society organizations shows mixed results, with a notable failure by countries to report on the restriction of civic space or attacks against environmentalists and human rights defenders.
