Progressing National SDGs Implementation

This report provides an independent assessment of 47 Voluntary National Review (VNR) reports submitted to the United Nations in 2019, analyzing trends, gaps, and best practices in the implementation of the Sustainable Development Goals (SDGs).

• Countries are increasingly adhering to Voluntary National Review (VNR) guidelines and providing comprehensive information on SDG implementation. There is a notable trend where the principle of 'leaving no one behind' is becoming a central consideration in the implementation of the SDGs, although other transformative principles of the 2030 Agenda still receive limited attention in VNRs.
• Engagement with civil society organizations shows mixed results. Despite some evidence of increased engagement, there is a concerning lack of reporting by countries regarding the closing of civic space and attacks on environmentalists and human rights defenders.
