FAILURE TO PAY SOCIAL RELIEF OF DISTRESS GRANTS

A letter of demand from the Institute for Economic Justice (IEJ) to the South African government and the South African Social Security Agency (SASSA) regarding the failure to pay Social Relief of Distress (SRD) grants for April, May, and June 2022.

• The Department of Social Development and SASSA failed to implement SRD grant payments in April 2022, despite a Government Notice (No. R. 1988) stating the grant would continue for one month after the National State of Disaster ended on 4 April 2022.
• Despite new Regulations (No. R. 2042) published on 22 April 2022 and over 18 million applications received across April and May 2022, no applicants received grants for those two months.
• Public commitments made by President Ramaphosa, Minister Lindiwe Zulu, and SASSA in June 2022 to pay backdated grants were not met. As of 22 June 2022, payments for April, May, and June remained unpaid.
• SASSA announced on 22 June 2022 that June payments would be made in June, but back-payments for April and May would be delayed until July and August 2022, respectively.
• The IEJ attributes the payment delays to the new verification process and SASSA's reliance on the banking system for verification.
