T20 Brazil Policy Brief: Care-GBV Intersection

This policy brief examines the intersection of unpaid care work and gender-based violence (GBV) in Brazil and South Africa, arguing that economic insecurity and care burdens increase vulnerabilities for women. It proposes systemic policy shifts, including Universal Basic Income and gender-responsive budgeting, to empower women economically and reduce violence.

• In Brazil, women perform 65% of unpaid care work, which is estimated to account for 13% of the GDP if it were formally recognized. In South Africa, women spend nearly twice as much time on care work as men, which negatively impacts their participation in the labour market.
• The intersection of unpaid care responsibilities, economic insecurity, and gender-based violence (GBV) creates increased vulnerabilities, especially for women of colour and those in precarious employment. Economic crises, unemployment, and austerity measures worsen both GBV and unpaid care burdens, as financial insecurity increases the likelihood of intimate partner violence and limits economic independence.
• To address the Care-GBV intersection, the brief proposes four specific policy solutions: implementing Universal Basic Income (UBI) for low-income, unemployed women; creating employment-focused public works programs for unemployed women; investing in intersectional data collection; and adopting gender-responsive budgeting frameworks.
