IAIEC-003

The Inter-American Institute for Global Change Research (IAI) has established a process for member countries to submit proposals to host its Directorate. Proposals must be submitted by November 15, 2011, and will be evaluated by an ad hoc committee based on criteria including facilities, tax status, legal immunities, and staff support. A final report will be issued by January 15, 2012, with a final vote by the Conference of the Parties in February 2012.

• Proposals to host the IAI Directorate must be submitted in both electronic and printed forms to the IAI Directorate by November 15, 2011.
• The evaluation of proposals is based on a comprehensive set of criteria, including the host's experience with international treaty organizations, available facilities and equipment, the legal status and immunities of the Institute and its staff, tax exemptions, visa procedures for meetings, and communications infrastructure.
• An ad hoc committee consisting of Brazil, Canada, Colombia, the Dominican Republic, Paraguay, and the USA is responsible for evaluating the proposals, with Guatemala serving as a potential replacement for any member that submits its own proposal.
• The selection process concludes with a final report from the ad hoc committee by January 15, 2012, followed by a vote from the Conference of the Parties at an extraordinary meeting in February 2012.
• Under the IAI Agreement, the IAI Director cannot be a citizen or permanent resident of the Host Country, meaning the hosting party cannot submit candidates for the Directorship.
