IAIEC-003ES

The Inter-American Institute for Global Change Research (IAI) has issued a call for proposals from member countries to host its Executive Directorate. Proposals must be submitted by November 15, 2011, and will be evaluated by an ad hoc commission based on criteria including facilities, legal status, fiscal exemptions, and personnel support. A final report will be issued by January 15, 2012, with a final vote by the Conference of the Parties in February 2012.

• Proposals to host the IAI Executive Directorate must be submitted electronically and in print to the Executive Directorate by November 15, 2011.
• The evaluation of proposals is conducted by an ad hoc commission consisting of Brazil, Canada, Colombia, USA, Paraguay, and the Dominican Republic, with the IAI Executive Director serving as an ex-officio member.
• The ad hoc commission will provide a final report evaluating the strengths, weaknesses, and opportunities of each proposal by January 15, 2012.
• The Conference of the Parties is scheduled to vote on the proposals during an extraordinary meeting in February 2012.
• Evaluation criteria for host countries include previous experience with international treaty organizations, available facilities and equipment, legal inviolability, fiscal status of the institute and its staff, and customs/migration procedures for personnel.
• According to the IAI Creation Agreement, the Executive Director cannot be a citizen or permanent resident of the host country; therefore, countries bidding to be the host implicitly agree not to propose candidates for the Executive Director position if selected.
