Report of the Financial and Administrative Committee

The Financial and Administrative Committee (FAC) met in May 2007 to review the IAI's financial health and budget. The IAI collected 85% of its 2006/07 budget by March 31, 2007, and expects to collect over 100% by year-end. The proposed 2007/08 budget remains at $1,015K, though the proportion of funds dedicated to salaries and benefits is increasing to 74% due to the declining US dollar/Brazilian real exchange rate. The committee also noted the completion of the Contracting and Procurement Manual and discussed the CRN-2 program and upcoming September 2007 audit.

• As of March 31, 2007, the IAI had collected $870K, representing 85% of its $1,015K budget for 2006/07, with expectations that over 100% of the core budget will eventually be collected.
• The proposed Core Budget Request for Fiscal Year 2007/2008 is $1,015K, the same total as the 2006/07 budget.
• Salaries and Benefits (S&B) are projected to increase to $756K in 2007/08, meaning they will comprise 74% of the core budget, up from 72% in 2006/07 and 68% in 2005/06.
• The increasing cost of salaries and benefits is primarily driven by the decline of the US dollar against the Brazilian real, which has fallen 42% since 2003 and 21% between Q1 2005 and Q1 2007.
• The IAI completed its Contracting and Procurement Manual in late March 2007 after approximately two years of development.
• The CRN-2 program provided year 1 fund advances to projects between June and September 2006, with the first financial and technical reports due in August 2007.
• An audit of 2006/07 records is scheduled for the first half of September 2007, to be conducted by BDO Trevisan.
