The agreement between Uruguay and the Inter-American Institute for Global Change Research (IAI) defines the status of the IAI as an intergovernmental organization in Uruguay. It grants the IAI's Directorate of Finance and Integrated Operations headquarters inviolability, tax exemptions on official assets and salaries, and diplomatic privileges for its Executive Director and international staff. The document also designates the Ministry of Housing, Territorial Planning and Environment (MVOTMA) and the National Directorate of the Environment (DINAMA) as the primary national focal points for implementation.

• The IAI's headquarters and official assets, including transport vehicles and funds, are inviolable and immune from search, seizure, embargo, or expropriation by any national, regional, or local authority.
• The Executive Director and non-Uruguayan/non-permanent resident staff are granted diplomatic privileges, including personal inviolability, immunity from criminal and civil jurisdiction, and exemption from income tax on salaries paid by the IAI.
• The Ministry of Housing, Territorial Planning and Environment (MVOTMA), through the National Directorate of the Environment (DINAMA), serves as the competent authority and national focal point for the agreement's application.
• The Laboratorio Tecnológico del Uruguay (LATU) is designated as the host institution for the IAI.
