Decisions

The sixth meeting of the IAI Conference of the Parties in June 1999 focused on administrative governance, financial sustainability, and organizational amendments. Key outcomes included the modification of Article XIII of the IAI Agreement to standardize voluntary contribution minimums at US$ 5,000, the authorization for the Directorate to accept external donations, and the approval of the 1999/2000 Core Budget Request. The meeting also addressed the feasibility of an El Niño Centre in Ecuador and the need for timely payment of member contributions.

• The Conference of the Parties (CoP) amended Article XIII, Paragraph 1 of the Agreement Establishing the IAI to modify the financial provisions for operational expenses. The updated text specifies that the budget for the Directorate, Scientific Advisory Committee, and Executive Council will be supported by annual voluntary contributions pledged for three-year periods, with a minimum contribution of US$ 5,000 and pledges in increments of US$ 1,000.
• The CoP authorized the IAI Directorate to receive and manage donations from intergovernmental and non-governmental scientific and technical organizations to support the Institute's programmatic activities and Scientific Agenda.
• The CoP expressed concern over the impact of non-payment of voluntary contributions on the Core Budget and urged member Parties to ensure contributions are made fully and on time.
• The meeting included a presentation by Jim Bruce on a feasibility study conducted by the World Meteorological Organization on behalf of the Government of Ecuador regarding the establishment of an El Niño Centre in Ecuador.
