Report of the IAI Ad Hoc Committee on Relations with Member States

The IAI Ad Hoc Committee on Relations with Member States focused on improving engagement with member countries through the development of 'Partnership' documents, the identification of science-related focal points, and targeted outreach to countries with budget arrears or previous activity. The committee recommended prioritizing the maintenance of the Collaborative Research Networks (CRN) program as a primary incentive for participation and proposed a system for in-kind contributions to be reviewed by the Executive Council and Conference of the Parties.

• The Committee recommended that 'Country Profiles' be updated to include cost-benefit analyses and that the IAI Directorate create 'Partnership' documents for all member countries, prioritizing specific 'target' countries.
• To increase visibility within government agencies, the Committee identified three types of focal points for each country: science implementation, science policy, and science funding, aiming to identify 3-5 key individuals per country.
• Outreach efforts were prioritized for two groups: countries that are currently active but behind on Core Budget Contributions, and those that were previously active but have since lapsed. Bolivia was specifically identified for outreach due to recent momentum in ratifying the Agreement.
• The Committee identified the Collaborative Research Networks (CRN) program as the most significant incentive for member country participation and urged that the momentum of CRN I be maintained through an open call for new proposals for CRN II.
• The Committee developed proposed principles for in-kind contributions and recommended they be forwarded to the Executive Council and the Conference of the Parties for consideration.
