• Financial and staff policies are being developed by Deloitte and Touche. To expedite the operational status of the Directorate, it is suggested that the EC be granted authority to approve these policies via mail, as the CoP is not scheduled to meet again until 1996.
• The Director pro tempore is proposed to have signature authority to sign the Host Country Agreement with the Government of Brazil, as the Director-elect will not yet be in position. Additionally, a dual signature authority between the Director and Chief Financial Officer is proposed for the Directorate staff payroll account to avoid conflicts of interest.
