This document outlines the rules and regulations for the Science and Policy Advisory Committee (SPAC) of the Inter-American Institute for Global Change Research (IAI), detailing its composition, election processes, meeting frequency, and governance structures.

• The Science and Policy Advisory Committee (SPAC) consists of five members elected by the Conference of the Parties (CoP), with a maximum of two alternates. Three members are chosen from candidates submitted by the Parties, and two are chosen from candidates submitted by the SPAC itself.
• The primary function of the SPAC is to provide guidance to the Conference of the Parties and the IAI Directorates regarding the design and application of science within decision-making and policy formulation.
• The SPAC must meet at least once per year, and it is scheduled to meet jointly with the Scientific Advisory Committee once a month unless otherwise decided.
• The committee's leadership consists of a president and vice-president, elected by secret ballot for a two-year term, with the possibility of one additional term. A quorum for the committee is defined as an absolute majority of its members.
• Recommendations from the SPAC, or joint recommendations with the Scientific Advisory Committee, are ideally formulated by consensus. If consensus cannot be reached, a two-thirds majority is required to submit a recommendation to the Conference of the Parties.
