Informe de la 2a Reunión Conjunta del Comité Asesor Científico y del Comité Asesor en Ciencia y Políticas

This report details the second joint meeting of the Scientific Advisory Committee (SAC) and the Science and Policy Advisory Committee (SPAC) of the Inter-American Institute for Global Change Research (IAI), held on June 18, 2018, in Antigua, Guatemala. The meeting focused on the Small Grants Programme (SGP), the coordination between the two advisory committees, and the need for a new IAI Strategic Plan.

• The IAI's Small Grants Programme with Co-financing (SGP-HW), focused on the role of ecosystem services in global change adaptation for human well-being, received 91 pre-proposals. Following an initial screening, 24 were sent to the SAC for evaluation, and a final set of 11 was selected for a transdisciplinary workshop. It is estimated that available funds will be sufficient to finance five projects.
• Participants recommended a hybrid approach for the SGP-HW transdisciplinary training stage, combining in-person meetings with online components. They also emphasized the necessity of defining 'transdisciplinarity' and integrating it into project design from the early stages.
• The IAI aims to use the SGP-HW call to develop a distance e-learning method that can serve as a model for other organizations and Parties, thereby increasing the visibility of IAI's training programs and its leadership in interdisciplinary science training.
• There is a consensus that the SAC and SPAC should work more closely together. The Executive Direction proposed several recommendations for the Conference of the Parties (CoP-26), including the possibility of withdrawing Decision XXI/13 (which created the SPAC) and instead creating a sub-commission of the SAC composed of current SPAC members to provide advice on science-for-policy processes.
• The SAC discussed conflicts of interest regarding members submitting proposals to the IAI. While existing norms allow SAC members to be researchers in IAI applications (provided they do not contact the IAI during evaluation or participate in related debates), the SAC recommended that active committee members should not participate in proposals.
• The Executive Direction noted that the IAI's Strategic Plan needs to be rewritten, as its validity was not extended according to Decision XVIII/16.
