STANDING RULES OF THE EXECUTIVE COUNCIL OF THE INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Executive Council of the Inter-American Institute for Global Change Research establish the governance, composition, and operational procedures for the Council, which serves as the executive organ of the Conference of the Parties.

• The Executive Council consists of up to nine members elected by the Conference of the Parties for two-year terms, with a requirement for balanced geographic representation.
• The Council is required to hold two regular meetings annually, typically at different locations offered by Parties based on rotation and geographical distribution. If no site is offered or agreed upon, meetings are held at the headquarters of the Directorate.
• The Bureau of the Executive Council comprises a Chair, two Vice-Chairs (elected for two years), the Director of the Institute as Secretary, and the past Chair as a non-voting ex officio member for two years.
• The Director is responsible for drafting the provisional agenda for regular meetings, which must be sent to Parties with supporting documentation at least 30 days before the meeting.
• The Executive Council may establish various Committees, including a Credentials Committee formed by three Parties for two-year terms, and may create ad-hoc Committees as necessary.
• Voting is generally conducted by a majority vote of the Parties in attendance, with each Party holding one vote. While ordinary votes are cast by a show of hands, roll-call, secret ballot, voice, or correspondence, reconsidering a decision requires a two-thirds vote.
• Language requirements for documentation specify that working documents must be distributed in at least two official languages of the Institute, while decisions, recommendations, agreements, minutes, and reports must be in four official languages.
