STANDING RULES OF THE CONFERENCE OF THE PARTIES OF THE INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research establish the governance, procedural, and administrative framework for the Institute's governing body. The document details the composition of the CoP, the organization of regular and special meetings, voting protocols, the election of the Director and the Scientific Advisory Committee, and the processes for amending both the Standing Rules and the underlying Agreement.

• The Conference of the Parties (CoP) consists of all Parties of the Institute, with each Party designating one permanent Representative, alternate Representatives, and advisers. Credentials for these individuals must be submitted to a Credentials Committee and issued by a competent diplomatic authority.
• The CoP holds one regular meeting annually, with the site determined by written offers from governments based on rotation and geographical distribution. If no site is offered, the meeting is held at the site of the Directorate. Special Meetings may be convened if requested by one or more Parties and approved by a two-thirds favorable vote.
• The Director is responsible for preparing the provisional agenda for regular meetings, incorporating decisions from previous meetings, Executive Council recommendations, and Party proposals. The agenda must include a report of Executive Council proceedings (including the proposed annual Budget and Plan) and a Director's Report on activities and financial status.
• The CoP Bureau comprises a Chair, two Vice-Chairs, and the Director of the Institute serving as Secretary. The Chair manages discussions, maintains order, rules on points of order, and sets the session agenda.
• Voting is generally conducted by a majority vote of accredited Parties, with each Party holding one vote. While ordinary votes use a show of hands, secret ballots are mandatory for electing or removing the Director, as well as for electing members of the Executive Council and the Scientific Advisory Committee.
• The Director is elected at the CoP meeting preceding the expiration of the current term, with candidates nominated 45 days prior. The CoP has the exclusive authority to remove the Director via a secret ballot of two-thirds of the Parties if the sound operation of the Institute requires it.
• The Scientific Advisory Committee is elected by the CoP with a focus on equitable geographic distribution. Vacancies are filled through candidates proposed by the Parties (up to two per Party), the Committee itself (a slate of 2-4 times the number of vacancies), or the Associates of the Institute (a slate of four candidates).
• Amendments to the Standing Rules are adopted by a majority vote of the Parties, unless the Agreement requires a two-thirds majority. Amendments to the Agreement itself require a two-thirds vote of the CoP and enter into force 60 days after two-thirds of the Parties notify the Depositary that internal legal requirements are complete.
