MEMORANDUM OF UNDERSTANDING for the creation of INCCCETT 4 CB (International Network of Climate Change Centres of Excellence and Think Tanks for Capacity Building)

A 2018 Memorandum of Understanding establishing the International Network of Climate Change Centres of Excellence and Think Tanks for Capacity Building (INCCCETT 4CB) to coordinate global efforts in supporting the implementation of Nationally Determined Contributions (NDCs) under the Paris Agreement.

• The primary purpose of INCCCETT 4CB is to increase the impact of capacity building activities by improving coordination, coherence, and collaboration among global think tanks and centres of excellence.
• The network aims to support the design and implementation of Nationally Determined Contributions (NDCs) in all countries by fostering South-South-North collaboration and providing a scientific evidence base under the Paris Agreement, which took effect on November 4, 2016.
• The scope of the collaboration includes acting as a trusted information source for the Paris Committee on Capacity Building (PCCB) and the United Nations Framework Convention on Climate Change (UNFCCC), while exploring links between NDCs and Sustainable Development Goals (SDGs).
• Governance is managed by a Steering Committee composed of one representative from each participating organization. All significant decisions, including those regarding funding and service eligibility, require unanimous agreement by all Parties.
• The network utilizes a rotatory leadership structure: the secretariat and the two co-chairs both serve two-year mandates. 4C Maroc was designated to hold the first secretariat mandate.
• Financial management is handled through a lead agency model where one organization is approved to seek and manage funding for specific activities, subsequently entering into subcontract agreements with other involved Parties.
• The MoU is effective for a five-year period from the date of the final signature and can be terminated by any party with three months' written notice to the Steering Committee.
