Decisions

This document records the decisions made during the Twelfth meeting of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held in Montreal, Canada, on May 5-6, 2005. The meeting focused on administrative elections, budget approvals, procedural rule changes, and the appointment of a new IAI Director.

• The CoP established its leadership and committee memberships for the Twelfth Meeting. The Bureau consists of Michel Béland (Canada) as Chair, Nuris Orihuela (Venezuela) as First Vice-Chair, and Carlos Ereño (Argentina) as Second Vice-Chair. The Credentials Committee, serving a two-year term, is composed of the USA (chair), Jamaica, and Brazil.
• The CoP approved several financial and operational documents, including the Core Budget Request and Member Country Contributions for Fiscal Year 2005-2006, as well as the IAI Annual Program 2005-2006. Additionally, the CoP delegated the authority to approve CRN II proposals to the Executive Committee (EC) for its next meeting.
• The CoP implemented changes to its Rules of Procedure to refine the nomination and voting processes. New Rule 64 requires the Scientific Advisory Committee (SAC) to submit a slate of nominations twice the number of vacancies for multiple openings, or three nominations for a single vacancy. New Rules 49 and 50 establish protocols for runoff elections when vacancies are not filled or when candidates are tied.
• Key appointments and institutional agreements were made, including the election of Dr. Holm Tiessen as the IAI Director for a three-year term and the election of scientists Telma Gloria Castro Romero, Michael Brklacich, Silvia L. Garzoli, and José Luis Mata to the SAC. The CoP also approved the CPTEC/INPE proposal to become an Affiliated Institution of IAI for the Program on Climate Variability in the Americas.
• The CoP agreed in principle to two proposals from Mexico: registering the IAI in the United Nations Framework Convention on Climate Change (UNFCCC) and holding an annual science-policy activity, both contingent upon the availability of funds.
