ADDENDUM 1 Change of name of the Financial and Administrative Working Group (FAWG) and revised charter (Terms of Reference)

This addendum proposes renaming the Financial and Administrative Working Group (FAWG) to the Financial and Administrative Ad Hoc Committee (FAC) and introduces a revised charter to ensure broader member country participation and align with the IAI Agreement's requirement for ad-hoc committees.

• Following discussions in Sao Jose dos Campos on March 19-20, 2003, it was recommended that the charter approved in Panama on July 18, 2001, be modified to encourage broader member country participation and remove the assumption of automatic membership renewal.
• To comply with Article V of the IAI Agreement, which specifies that committees should be "ad-hoc", the Financial and Administrative Working Group (FAWG) proposed changing its name to the Financial and Administrative Ad Hoc Committee (FAC).
• The proposed charter for the Financial and Administrative Ad Hoc Committee (FAC) tasks the body with acting for the Executive Council on IAI financial, administrative, and project management issues. Specific responsibilities include approving staff salaries and benefits, recommending changes to member country contributions, reviewing financial accounts and the draft Core Budget, and approving changes to administrative and financial manuals.
• The FAC membership is open to all IAI member countries for a two-year term, with the IAI Financial Officer serving as an ex-officio member. The charter and membership are subject to review every two years, though it remained undecided at the time of the document whether membership is by country or individual.
