ACUERDO ENTRE EL INSTITUTO INTERAMERICANO PARA LA INVESTIGACION DEL CAMBIO GLOBAL (IAI) Y LA REPUBLICA ORIENTAL DEL URUGUAY RELATIVO AL ESTABLECIMIENTO DE LA SEDE DE LA DIRECCION DE FINANZAS Y OPERACIONES INTEGRADAS DEL IAI

This 2012 agreement between the Inter-American Institute for Global Change Research (IAI) and the Oriental Republic of Uruguay establishes the headquarters for the IAI's Directorate of Finance and Integrated Operations in Uruguay. It defines the legal status, privileges, immunities, and operational facilities provided by the host state to ensure the IAI can function as an international intergovernmental organization.

• The agreement establishes Uruguay as the host state for the IAI's Directorate of Finance and Integrated Operations, following a decision by the 20th Conference of the Parties held in Arlington, VA, USA, on June 28 and 29, 2012.
• The IAI is recognized as an international intergovernmental organization in Uruguay with legal personality, allowing it to acquire rights, assume obligations, enter into contracts, and acquire or dispose of tangible and intangible properties.
• The Ministry of Housing, Territorial Planning and Environment (MVOTMA), through the National Directorate of the Environment (DINAMA), serves as the competent authority and national focal point for the agreement's application.
• The IAI's premises, archives, documents, and official correspondence are inviolable and immune from seizure, embargo, confiscation, or expropriation by national, regional, or local authorities.
• The IAI and its assets, income, and properties are exempt from all direct national, regional, and local taxes in Uruguay, including income, capital, and corporate taxes, as well as customs duties for official imports.
• The Executive Director and non-Uruguayan staff members who are not permanent residents are granted significant diplomatic privileges and immunities, including personal inviolability, immunity from criminal, civil, and administrative jurisdiction, and tax exemptions on salaries.
• The Laboratorio Tecnol6gico del Uruguay (LATU) is designated as the host institution for the IAI.
