Conflict of Interest and Standards of Ethical Conduct

The 'Conflict of Interest and Standards of Ethical Conduct' is an official policy document adopted by the Inter-American Institute for Global Change Research (IAI) Conference of the Parties (CoP) to maintain institutional integrity and public trust. It defines conflicts of interest arising from personal interests, outside affiliations, and favors, and establishes strict disqualification criteria for personnel and reviewers involved in funding and budget decisions.

• The IAI defines a Conflict of Interest as a situation where an individual has "divided loyalties between the IAI and another entity," stemming from three primary sources: personal interest, outside affiliations, and favors.
• Specific disqualifying conflicts of interest for proposal reviewers include current employment, professorships, or financial interests in an applicant institution, as well as personal relationships such as family ties, business partnerships, or collaborations on a project within the last 36 months.
• The policy imposes strict prohibitions on certain roles: members of the Scientific Advisory Committee (SAC) cannot present proposals to any IAI call in any capacity during their tenure and for 6 months after leaving the SAC. Similarly, IAI Directorate staff, including the Executive Director, are prohibited from being applicants or submitting proposals to any IAI call.
• To prevent the appearance of conflict after their tenure, IAI staff personnel are disqualified from participating in programs for one year following their period of service.
• The policy mandates that all IAI personnel with a conflict of interest in a decision must identify themselves, and the Director is responsible for documenting the decision regarding that conflict. If the Director is the one with the conflict, the Deputy Director assumes this responsibility.
