Minutes of the Special Conference of the Parties of the IAI

The document contains the minutes and an annex from the Special Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held on March 9, 2017, in Panama City, Panama. The primary purpose of the session was the election of a new IAI Executive Director.

• The Conference of the Parties unanimously elected Marcos Regis da Silva as the next IAI Executive Director with 12 votes.
• The selection process for the Executive Director was managed by a 12-member committee including representatives from member countries, the Science-Policy Advisory Committee (SPAC), the Science Advisory Committee (SAC), and IAI Directorate Staff. The process involved reviewing 25 applications received by October 7, 2016, narrowing them to a short list of 10 for teleconference interviews in November, and finally interviewing 3 candidates in person in Montevideo during the week of January 23, 2017.
• The search committee recommended Dr. Marcos Regis da Silva based on his 25 years of experience in academia, the United Nations system, and international organization secretariats, specifically noting his expertise in biodiversity, ecosystem services, and the use of science to inform policy.
• The election criteria stipulated that the candidate could not be a citizen or permanent resident of Uruguay and required a minimum two-thirds majority of the quorum for election. The quorum was set at eight accredited Parties, and twelve delegations submitted credentials: Argentina, Brazil, Canada, Chile, Colombia, Dominican Republic, Ecuador, Guatemala, Paraguay, Uruguay, Panamá, and USA.
