STANDING RULES OF THE EXECUTIVE COUNCIL (EC) OF THE INTER--‐AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Executive Council (EC) of the Inter-American Institute for Global Change Research establish the governance, composition, and operational procedures for the EC, which serves as the executive organ of the Conference of the Parties (CoP).

• The Executive Council is composed of up to nine members elected by the Conference of the Parties for two-year terms, with a requirement to consider balanced geographic and gender representation.
• The Executive Council holds two regular annual meetings: a pre-CoP meeting held back-to-back with the Conference of the Parties to review financial and budgetary matters, and a post-CoP meeting focused on decisions adopted at the Conference of the Parties.
• The Executive Council Bureau consists of a Chair, a first Vice-Chair, and a second Vice-Chair elected for two-year terms, with the Institute's Executive Director serving as the ex-officio Secretary.
• The Executive Council can establish various committees, including ad hoc Intersessional Committees, ad hoc Advisory Committees, a Credentials Committee (comprised of three Parties for two years), and a Financial and Administrative Committee with renewable two-year terms.
• Decisions of the Executive Council are normally made by consensus; if consensus is not reached, they are decided by a majority vote of the Parties in attendance. Each Party on the Council has one vote.
• Extraordinary Meetings may be convened at the request of one or more Parties and require a two-thirds favorable vote of the Executive Council to proceed.
