Agenda of the 51st meeting of the IAI Executive Council

This report from the IAI Directorate, on behalf of the Financial Working Group, outlines recommendations to ensure the financial stability of the Inter-American Institute for Global Change Research (IAI). It proposes a phased increase in voluntary monetary contributions from member Parties and the introduction of in-kind contributions to support the IAI's expanding activities.

• The Financial Working Group identified several challenges to the IAI's financial stability, noting that Party contributions have not been adjusted for inflation in recent years and some Parties have ceased making voluntary contributions for several years.
• To address funding gaps, the working group recommends increasing voluntary Party contributions by 20% for the 2024-2025 fiscal year, followed by an annual increase of 5% in subsequent years. For example, the total projected contributions would rise from 1,400,000 in 2023-2024 to 1,852,200 by 2026-2027.
• The working group proposes a policy to dismiss voluntary financial contributions to the core budget that were not submitted more than five years ago (prior to 2019). For contributions not submitted between 2019 and 2024, Parties may instead provide in-kind contributions, such as staff secondments to the Directorate or hosting training events and scientific workshops.
• The IAI Directorate will implement a new communication process where it sends an annual letter to focal points after each Conference of the Parties (CoP) specifying the required voluntary contribution for the fiscal year, accompanied by a country profile detailing the benefits the member country has received from the IAI.
