This briefing document outlines the process for relocating the Executive Directorate of the Inter-American Institute for Global Change Research (IAI) to Panama, following a decision by the Conference of the Parties on March 26, 2024.

• The IAI Conference of the Parties adopted Decision 2024/Extra-CoP/1 on March 26, 2024, which approved Panama's proposal to host the headquarters of the IAI Executive Directorate.
• The relocation to Panama requires a Headquarters Agreement between the IAI and the Republic of Panama, which must be approved by law by the National Assembly of Panama. Due to general elections on May 5, 2024, the agreement can be presented to the National Assembly once the elected government takes office on July 1, 2024.
• The IAI Executive Director scheduled a visit to Panama City on April 23, 2024, to meet with SENACYT, the Ministry of Environment, and the Ministry of Foreign Affairs to discuss the transfer process and visit potential offices in Ciudad del Saber.
• On April 9, 2024, the IAI formally requested the Ministry of Foreign Affairs of Uruguay to extend bank accounts and diplomatic privileges and immunities for IAI staff and their families until July 31, 2025, to ensure operational continuity during the transition to Panama.
• The relocation to Panama is intended to increase connectivity across the region and enhance engagement with the Caribbean and Central America.
