Headquarters of the Directorate of the Inter-American Institute for Global Change Research

This briefing document outlines the process for relocating the headquarters of the Directorate of the Inter-American Institute for Global Change Research (IAI) from Uruguay to Panama, following a decision by the Conference of the Parties on 26 March 2024.

• The Conference of the Parties adopted Decision 2024/Extra-CoP/1 on 26 March 2024, which approved a proposal for Panama to host the headquarters of the IAI Directorate.
• The relocation to Panama is expected to enhance regional connectivity and increase engagement with the Caribbean and Central America.
• The finalization of the Host Country Agreement between the IAI and the Republic of Panama is subject to approval by the National Assembly of Panama. Due to general elections on 5 May 2024, the agreement is expected to be presented to the National Assembly after the new government takes office on 1 July 2024.
• The IAI Directorate has formally requested the Ministry of Foreign Affairs of Uruguay to extend bank accounts and diplomatic privileges and immunities for personnel and their families until 31 July 2025 to ensure operational continuity during the transition.
