Aprobación de la Reseña del Estado Financiero del AF 2017-2018, el Informe de los auditores de 2018 y el Presupuesto Operativo y Contribuciones de los Países para el AF 2018-2019 y solicitud preliminar para 2019-2021

This briefing document from the Inter-American Institute for Global Change Research (IAI) presents the financial review for fiscal year (FY) 2017-2018, the 2018 auditors' report, and the proposed operating budget and country contributions for FY 2018-2019, including preliminary requests for 2019-2021.

• As of April 30, 2018, the IAI had received cash contributions equivalent to only 52% of the approved contributions for the 2017/2018 fiscal year. The Executive Directorate noted that this lack of payment is beginning to hinder its ability to fulfill its mandate and carry out activities.
• The IAI reports a significant decline in the purchasing power of its operating budget, noting that USD 5,000 in January 1992 is equivalent to USD 8,974.19 in January 2018. Most member country contributions have remained unchanged since the Agreement entered into force in 1992.
• For the 2017/2018 fiscal year, total expenses were 9.9% lower than the operating budget forecast, representing 67% of the total budget. Specific spending trends included a 48.3% reduction in travel and training expenses, while equipment expenses increased by 149.2% due to software licenses, network security upgrades, and new laptops.
• The proposed operating budget for FY 2018-2019 is set at USD 1,400,000, which is unchanged from the 2017-2018 budget. Preliminary requests for FY 2019-2020 and 2020-2021 are set at USD 1,500,000 per year.
• The IAI is proposing to align the salaries of professional staff with the United Nations salary scale for professional and higher categories to provide a comparative basis for remuneration and facilitate the recruitment of international personnel.
• The IAI has implemented cost-saving measures, including a policy of economy-class travel, the termination of a science-policy liaison consultancy in Buenos Aires, and the centralization of ICT services through a company in Montevideo, which resulted in an annual saving of USD 6,000.
