Approval of the Overview of the Financial Status for FY 2017-2018, the Auditors report of 2018 and the Core Budget and Country Contributions for FY 2018-2019 and Preliminary request 2019-2021

This report from the Inter-American Institute for Global Change Research (IAI) presents the financial status for FY 2017-2018, the 2018 auditors' report, and the proposed core budget and country contributions for FY 2018-2019 and a preliminary request for 2019-2021.

• As of 30 April 2018, cash incomes received represented only 52% of the approved contributions for the 2017/2018 fiscal year. The IAI Directorate reports that the non-submission of these expected contributions is beginning to place stress on its ability to fulfill its mandate and complete activities.
• The purchasing power of the IAI Core Budget has decreased significantly over time; for example, USD 5,000 in January 1992 had the same buying power as USD 8,974.19 in January 2018.
• For the period ending 28 February 2018, total expenses were 841,304 USD, which was 9.9% lower than the foreseen core budget of 933,333 USD. Travel and training expenses were notably lower than expected at -48.3%, while equipment costs were 149.2% higher due to software licenses, network security, and hardware purchases.
• The IAI Directorate proposes matching professional staff salaries against United Nations (UN) salary scales for professional and higher categories to provide a base for remuneration comparisons, facilitate recruitment from Parties, and align with other regional organizations like the Organization of American States.
• The proposed core budget for FY 2018-2019 is 1,400,000 USD, which remains unchanged from the 2017-2018 level. Preliminary requests for FY 2019-2020 and 2020-2021 are set at 1,500,000 USD per year.
• The external audit report for the 2016/2017 fiscal year was received without qualifications, and the auditors' opinion stated that the financial statements presented fairly the financial position of the IAI as of June 30, 2017, in accordance with generally accepted accounting principles in the United States of America.
