Minutas de la 41a Reunión del Consejo Ejecutivo del IAI (CE)

Minutes from the 41st Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on June 14, 2016, in Santiago, Chile. The meeting focused on the implementation of a tripartite governance structure, financial status and member contributions, the establishment of an Open Science commission, and the selection process for a new Executive Director.

• The IAI is implementing a tripartite governance structure with offices in Argentina, Brazil, and Uruguay. While the Montevideo office is fully operational and the Buenos Aires office is developing capabilities, the implementation in Brazil faces significant legal and bureaucratic obstacles regarding the privileges and immunities of international personnel, which has hindered the operation of the Scientific Development directorate.
• The IAI's financial situation for the 2015-2016 fiscal year is strained by significant unpaid member contributions, totaling US$1.33 million. Brazil's unpaid contributions are a primary factor, amounting to US$460,000, which is expected to rise to US$580,000 in the 2016-2017 fiscal year. This shortfall has led to the freezing of the Director's Special Fund and limited discretionary spending.
• The Executive Council established a Commission on Open Science (OSciC) to advise the IAI on open data and access policies. Proposed deliverables for the commission include a common definition of open science, a white paper on the state of open science in CoP countries, and a list of existing open data platforms.
• The Science and Policy Advisory Committee (SPAC) identified three future priorities: increasing IAI visibility among decision-makers, identifying regional policy demands to guide research, and diversifying funding sources. Argentina specifically proposed creating a scientific synthesis white paper covering IAI science since its inception.
• The Scientific Advisory Committee (SAC) recommended restructuring grant calls to be more frequent (every one to two years) and diversifying project scales, ranging from large multi-year projects (up to US$1 million) to small grants (under US$100,000).
• The search for a new Executive Director was suspended due to procedural errors and a lack of clear interpretation regarding the term limits of the role. The Executive Council decided to maintain the current term of three years, renewable once, but requested the Conference of the Parties (CoP) to consider amending the agreement to extend the term to four years.
